The local rules are why you need a container. In Martinsburg, the Berkeley County Recycling Center takes household recyclables, brush, tires and oil - but not the construction debris from a remodel or a clean-out, which has to go to a permitted C&D landfill. The City's own guidance says it plainly: for a large clean-out or remodel, contract a licensed hauler for a dumpster. And under WV DEP rules you can't burn construction, demolition or commercial waste. Dense debris such as plaster, tile, concrete and the wet valley clay reaches a weight limit before it fills the container, so a smaller box filled properly is usually cheaper.
